You can go with what mohal has suggested like if the employee dont mark for three days make him absent for half day or one day. do it like wise so that it will be acceptable and make a policy for this . passing on the circular with signature as notification.

I fell this could solve your problem.
No more mannual entry. Send the mail to your senior regarding the habbit " Forgetting to mark attendance of the employee".
Wait for their response.
I hope tea/coffe is being prepared in your pantry or the coffee vending machine may be available. Do not put sugar or coffee for one day and if they ask tell them you have forgotten to do that. Repeat the saqme till they make themselve corrected.
Still they do not follow tell the House keepers not to clean their work area for atleast 5 days and the answer is they have forgotten to do that.
Implement it today onwards, they themselves become alright.
