If you have the authority to check CCTV footage and identify, do it; else, escalate it to the right authority who has the power to check CCTV footage.
Once the person is identified, talk to the person and make sure to inform them to stop such incidents with immediate effect. Also, communicate clearly that in case of such incidents in the future, more serious action can be taken. Put these details down on paper and get the person to sign it along with a senior person from the organization. This paper will serve as notice to the person and can be used as proof if required.
