I think that you should take the initiative and resolve this problem on your own. You need to talk to your senior who has access to the CCTV and find out the person who is doing this. Then you should have a one-on-one talk with this person and inform them that this kind of behavior is not in the best interest of the company and could also harm their career. If the person works in the same team as the lady, try to move them to another team or change their shift to different hours. If things still do not improve, you can report it to your seniors for appropriate action.

Remember, employees come to HR to get their problems solved, and you should ensure that their issues are addressed properly so they can rely on you.

Very simple!

If CCTV cameras are in place in your office where the manager can observe the person, but he is ignoring the issue, that may only be the manager who would be placing a gift or getting that placed through some peon or security man at the place of the lady.

In that event, if you bring that to the notice of the management, your effort will go to waste. No doubt, he would stop placing gifts, but he would adopt some other method to entice the ladies.

So, self-help will be the best help in that case. Better some colleagues of the lady should first start investigating who is that man who places the gifts. For that purpose, at first, check who comes early in the office and leaves late. Watch their behavior.

As a second alternative, one or two employees alternatively may start reaching the office early and hide themselves somewhere from where they can watch the seat of that lady until someone places the gift and catch that person and bring them before the higher management.
