Dear Arun,
In Haryana we are to follow Punjab Industrial Employment ( National & Festival Holidays and casual & Sick Leaves) Act, 1965 as applicable to State of Haryana for grant of CL & SL to the workers working in factories.According to section 4 of this Act every worker shall in each calendar year, be allowed by the employer casual leaves for seven days & sick leaves for 14 days in such manner & on such conditions as may be prescribed.

The Factories Act, 1948 only have provision relating to grant of earned leaves. Details relating to grant of EL is given under chapter VIII on annual leave with wages. In my view we do not have any State Act which grant us 15 National holidays. If it is there then give us the name of the Act which have such provision.

An employee has right to leave benefits, which would adequately cover their personal need, sickness and emergencies. But, it is a privilege extended by the management under its sole discretion.
The leave policy will differ as per the employee with various status of appountment; vis-a-vis trainees, contract and confirmed.
a. During the training period, an employee is eligible to get 12 casual leaves.
b. During confirmation also, he cam avail 12 CL, 6 SL, and 12 PL earned during previous year.

as such there is no labour law which precribes fixed CL or SL. more preciselsy statutes have not covered the leave aspects except the PL under the factories act.
Leaves other than PL are generally fixed based on the plevaling customes and practices of the particular industrial zone. In no way it is bounded by law

as per law minimum leave are as under:-
1) Casual Leave 7 annual
2) SL is not mandatory for those organisation, covered with ESI act. Only ESI will pay for the day of leave. If not ESI Covered than its Minimum 7 per annum.
3) Earned Leave/Annual Leave as per factory act 1948 is a leave on every 20 working days that comes around 15.
4) During training period one should be eligible for leave except of Apprentice.

Workers/ employees working with the textile industry are also eligible to have CL & SL under The Tamilnadu Industrial Establishment ( National & Festival Holidays and Casual & sick Leaves) Act if this Act is there in your State. The Women employees who are not covered under the E S I Act, 1948 then those women employees are also entitle to have maternity benefit in the shape of maternity leaves.
