Friend, in the scenario of "RECISSION" every employee is going to work place with fire under their bellies, hope you know the reason for that well; so at this time you were given an opportunity which you should grab it and start working to impress your boss. Its not the question of your interest because the only reason being the market conditions prevailing due to "RECISSION". Please keep this in mind and go ahead and take up the challenge my friend! We were talking about solving someone's confusion on whether to accept an extra portfolio or not? where did Org structure of HR come in between? :( I pity you....pooor you.
Now to prove you whether canteen Operations is a part of IR - is defenitely not worth my time. You need to go back and learn from your books. Happens...
I dont mind if according to you I am giving worthless coments - because, if you tell that I am good - then it means my thinking matches with urs...for which I can hang myself! :huh:

Please consider this an opportunity , take this , hold on and create some footprints in this field after sometime you just tell your management about your inner feelings
At Inception stage don't ignore anything
It is an opportunity to learn the people's behaviour in terms of Canteen management,
Managing a canteen is one of the toughest task and it is an art
Though being an HR person , u should be able to handle canteen related issues , how it is created, nd how to solve the issue.
Satisfying an individual in terms of food in an organisation in highly :)immpossible
But it is a chance to learn and this learnings will help one day in your future organisation.

Take up canteen management. It is not as simple as it sounds. I am part of food committee in my organization and lot of learning - managing vendor, employees, confront / support employees or management. very interesting. go ahead and accept it

If you are not comfortable with the additional portfolio of canteen, you can discuss it with your Reviewer. He may be a matured person than your immediate boss? While discussing with him, be ready with your current JD.
You said you are taking care of the entire gamut of HR and I am afraid how you will manage the additional responsibilities?
In many companies, canteen is handled by General Services and mind it, it is a full-time responsible job. You will have to be in the canteen to check the food and raw material quality, particularly when it is being handled by any contractor.
So go ahead with your preparation and have the courage to discuss with your reviewer.
