Strictly speaking as per law ,an employee can be terminated for misconduct without inquiry.Only problem in such cases is, the case will be open in the court if it reach that stage, The employee will have opportunity to adduce evidence in court just like in the domestic inquiry.The employer can defend the termination if it has concrete foolproof evidence.

Thank you all for your comments, now employee has put the case into Labour court and it will take time to resolve the issue.
Anyway, what i learnt here, anything can be happened here in KSA and no foreigner can challenge them.
