So in the case of a metalic tank or vessel or cyclone, what should be the suggestable voltage which can be used.
In our site all the electrical connectins are routed through proper RCCB. So in this case can we suggest to use the same 230 V supply inside confined spaces like mentioned above?

As per factories act Time-Weighted average concentration (TWA) (Permissible limits of exposure) of Carbon monoxide is 50ppm. And for Short-term exposure limit (15 min.) its 400ppm...
Why this difference in standards... Are we in India is still lacking for standards... If we allow the exposure of humans upto 50ppm cocn. CO, how safe it is?

OSHA PEL is correct. We are yet to update the information.
OSHA is quite serious. They update all the information timely and consider statutes are for implementing. We are not so. Even with all the Factories Act and Rule; can you name one factory adhereing to all those requirements? Can you name one Factory inspector who inspects at least one factory thoroughly in a year from his jurisdiction? This is one issue with which Bhopal compensation case could not be handled properly. Implementing of statutory requirements failed us. The question was "How often the Union Carbide was inspected and what were the citations if any?" That means the factory was being run safely all those years. I do not want to go any further in this case. Fact remains.
On confined Space : You have taken some effort and for sure it is rewarding. However your presentation needs improvement. Just look at and feel how much time is required to understand all those you want to explain.
If the presentation is simple understanding will be easy.

Regarding factories inspector; Are they fully empower to stop those factories by putting reasons to proove that its running unsafely? Those big industries will they stop operation? They will go to the higher authorities... All the sitations of the factory inspector then get invalid... So where the fault is? Its the lack of system in our India... Even though the factory inspectors coming to factories, they visit most of the times limiting to the offices... They may be visiting the sites in case of fatality and all... The same as you says... Fact Remains...

Before going deeper into the query check whether you have ever come across any act/rule for that matter any statute specifying the allowable voltage in a confined space?"
Now coming to the issue : why we are bothererd about electricity and its voltage in a confined space?
On analysing the reasons are :
1. as an ignition source and 2. Possible electrical shock/electrocution.
In confined spaces often hot work -say arc welding is permitted. In this case we need not have to bother about electricity or its voltage as a source of ignition.
To protect against electrical shock we take all possible safety measures -heavy duty and double insulated cords with no splicing, deadman's switch, GFCI, isolation unit, grounding and so on.
If LEL is zero and absolute precautions are taken voltage is not a criteria provided the work is done under competent supervision and permit so agrees and documented.
A tank under construction is a confined space as it reaches a height of four feet and totally enclosed except for a manhole. There is no danger in using a grinder of any voltage in this case.
As such any voltage can be used in a confined space and it is strictly to the diecretion of the permit issuer.
It is how ever advised to use low voltage not only in confined space but in general. Because of all the restrictions in a confined space it is emphasised.

(b) if any inflammable gas, fume or dust is likely to be present in such chamber, tank, vat, pit, pipe, flue or other confined space, no lamp or light other than that of flame-proof construction shall be permitted to be used therein.
So that means we may can use the voltage more than 24 Volt with special precation and approval. Or else in general as being safety professionals we may suggest 24V for confined space always..
