Can somebody clarify whether effective 24th July 2019, the minimum wages for Maharashtra Zone I workers under Shops & Commercial Establishment have increased to Rs. 11,632 + Rs. 4,565, or is it only Rs. 11,632? In other words, should we add VDA (also called Special Allowance in Maharashtra) of Rs. 4,565 to the Basic of Rs. 11,632?

Please find attached a new notification on Minimum Wages in Maharashtra dated 24th July 2019. It is only applicable to workers covered under Shops & Commercial Establishments. It is not clear yet if VDA (or Special Allowance in Maharashtra) of Rs. 4565 must be added to Basic of Rs. 11632 for Zone I workers or not. Can somebody please clarify?

The Revised Minimum Basic Wages applicable to Shops & Commercial establishments w.e.f. 24th July 2019 for Zone I are as follows:
Category Basic Wages Skilled Rs.11,632 Semi-skilled Rs.10,856 Unskilled Rs.10,021
The Average CPI fixed for Special Allowance (DA) is 329 points (new series 2001=100). For every point above 329, there will be an increase of Rs.26 as a Special Allowance. For example, if the new index is 334, then the calculation would be 334-329=5 points X 26=130. Therefore, Rs.130 will be added as a special allowance on top of the basic wages for each category mentioned above.
