I'm giving you the suggession based on my company procedure.
1. 14.9 days will be considered as 14.5
2. 14.6 days will be considered as 14.5
3. 14.4 days will be considered as 14
4. 15.1 days will be considered as 15

It is not the present days of an employee its period of work which means the weekly off and or any holiday has to be counted. Further as advised by seniors above any fraction of half day and above are treated as full day, and any fraction below half day has to be nullified.
