If it is mentioned in your appointment letter that you will have to serve 2 months notice, to which you have accepted. In that case you cannot question the management, but you can always offer them that you are ready to forego your one month's salary for the release letter.

Any low are not allowed to take bond by employee and it is not bound on you. But you need to fulfill appointment terms and conditions. Either you complete your two months notice period from your resignation date or pay two months salary in lieu of notice period.
If the company management are not accepting it, send them legal notice and one copy send to Labour Commissioner office. Please kept you record resignation acknowledgement copies of resignation letter and all related documents.
