As i went through this discussion, You are pointing out your company HR responsibilties as they were not handling whole.
Two reasons for your thinking n querying in this site
1) May be your HR people not interested/capable in handling the activities
2) Higher authorities/management will not give the power/right to take up the decision in employee activities.
In this case management has to rebuild structure of the organization if required and implement procedural ways for assigning the work to each dept.
