To transition to the role you desire, the best way is to show your inclination to the role.In your case you can do the following:
1.Develop a relationship with the New HR Manager.He would need your help as you have been rooted in the firm for some time and does not have any experience.Encourage him to discuss problems and to look upon you as a Mentor.You gain an insight to the function and build your skills without being accountable for it.As of now you only have the knowledge and no skills.
2.Be ready for challenges which may come on the HR domain and deliver when it is expected.Collaborate to gain your ground.The difficulty is that often the challenges will spring up when you are loaded with work on the Admin front.Be ready and present.
3.Introspect.There are a number of reasons why a seperate person has been appointed for HR:
a.You are overloaded with Admin work, which is perceived as equally important in your organisation and you could not be released from your current duties.
b.You did not display keenness / aptitude / Behavioral traits to your current employer.
If these being the circumstances it is good that you could not take up the assignment as it would have affected your performance and you have time to phase out your involvement / build your skills.
4.It may not be difficult to find a job outside but be ready to learn afresh.Prepare yourself on skills / attitude as well as prepare yourself mentally to change your style of working.

If u keep working under a person who has lower qualifications that u,then u will start getting frustrated.Best thing is to start looking for some other job and after u get the other job tell yr CEO clearly the actual reason of yr quitting.How can they make a person of lower qualification yr boss.Just start yr job hunt immediately.

For me education do not make relevent with posstion it is an attitude of individual. May be your senior must have find some posstive attitude in new commer.
Well if you feel that you have problem to work with person who is just graduate then probably think for people who work with Microsoft where his most senior boss has even dot compleated his graduation too.
You can find many CEO who are not graduate, but they do recruit qualifed people and that is becuase they have leadership quality.
As you mention you like the company and your job then put in extra effort which may help you to perfom better and your senior will love to promot you.
