As already pointed out, freezing of salary without any reason or informing the employee of the same well in advance and without giving him an opportunity to be heard, in case it is an act followed by disciplinary action against him, means non payment of salary. In case of non payment of wages, the employee can approach the labour Officer for help following section 15 of Payment of Wages Act or raise it as a dispute under the Industrial Disputes Act.
