PF is dedcucted and deposited with PF authorities and legally they can not stop your P F .you do one thing u fill up from 10 C and 19 for withdrawing pf and deposit it with PF authorities by writing a letter to them that employer is not attesting it .or contact regional provident fund commissioner and tell him tha templyer is harassing and not signing on form and harssing .
