So initially you have to identify yur organisational strategies and see how would you be able to achieve the goals and objectives through yur HR practices. Then you will understand how could you draw the HR modus operandi. Analyse its pros and cons in consultation with senior officials ( Top Management) and then finalise the strategies which will have direct impact on your organisation.
There are no standardised strategies in HR. It varies from organisation to organisation.

I suggest you to start step by step because recruitment to F&F includes lot of process flows and lot of things need to be considered so Start with one process at a time.
