If you have a management friendly trade union, the matter can be settled very easily. You can submit your proposal of compensatory off and OT wages and get it approved. In the meeting you can condemn the attitude of workers who refuses to give leave application also. You can say that " non submission of leave application will be viewed as an act of abstaining from work place when a worker is suppose to engage the work" which will, in turn, be taken as a serious misconduct. In the present scenario of recession and cut throat competition, if the workers do not put in their good efforts, the objects of the company will not be achieved which may even lead to closure of the company.
