It is very common to see people jumping jobs. you can try the following
call up the employees who left your organization without serving notice period. Hopefully they would pick up. Ask them that the call is not to force you back in the company, the call is a casual call only to understand why are employees leaving the organization. you can ask what made them hop the ladder? you need to be friendly and gain their trust and smrtly draw out information. At the end don't forget to thank them and wish them for new job, which re-emphasizes the fact you didn't call them to hunt them back. This will make you look good to them and if incase you need further clarifications from them, you know you can approach them...

Congrats on having bagged this opportunity. I know we feel confused and a little lost while implementing this.
You can start first with minor things around you like Attendance and Leave policy and slowly move towards the performance management system.
you need to work on regularising the system. chk for things that are not regularised currently and take an initiative in regulating them.
Over a period of time, you would get a grip on what and how to do :)
