Employment is a contract between two parties (Employee and the employer) and both have to abide by the terms of the contract.
Presuming yearly appraisals is mentioned in the appointment letter, I have suggested her of mentioning so (Normally an appointment letter shall have a point mentioned about the performance of the employee and the rewards). Further, every organization shall have internal HR Policies which state about the procedure of appraisals and the same can be challenged.

First, appointment letters do not say that there will be annual increments. I am yet to see one.
At best they talk of appraisal.
Appraisal is not a right to increment. In fact it's always at the discretion of the employer.
Internal HR policy are just that. Internal policy. No employee can go to court for implementation of policy.
At best, they could go to court where they have followed a policy requirement and it is being held against them, or where they are not allowed some benefit which would be equivalent to clauses of a standing order.

Ms. D.Patro,
It is very evident that your higher management has some kind of stigma
attached to your appointment. They are citing weird reasons to keep
you off from the issue of your annual increments.
Ultimately , you will have to change your job as you might have
knowingly / unknowingly earned wrath of some high official in
your organisation.

Dear D.Patro,
This police verification is not as regular police verification done by any individual in any city. As HR person in defence PSU I remember we could not give increment, permanency to one of officer of WB due to this issue. the process is the HR dept send the letter to SP police of Your district as per permanent address given by you. They have to enclose fees as per particular police dept requirement.
The police dept in turn go to your house and check for the antecedents and any police case pending against you in the their jurisdiction. It sound so easy but the system take it time
what is best for you is to ask HR dept to send reminders to SP police. Take the copy of all letter and ask someone in your family to visit and get the things cleared. If no one live there go your self and get it cleared.
As per PSU guideline it will be difficult to get your further dues till the receipt of police verification.

Do talk to Police SP of your district and send mail. You can get all details of all district official of indian district by typing district.nic.in say if you are in barmer then it is <link no longer exists - removed> see the list and email ,tel and shoot mail.
if it is nasik then it is nasik.nic.in
no body is against you and during my psu 25 years service there are many cases happen. and which PSU you then it matter more. Defence , Space, oil are very strict.
