How long any leave can be availed at a stretch by employees either individually or in combination of various kinds of leave, prefixing and suffixing of holidays with leave are matters to be provided in the Leave Policy of the organization in consideration of the unabated work flow.

For all the types of leaves, please frame your own policy and procedure and notify to all concerned.
As regards your query on EL, you can frame policy on eligibility, minimum no of EL can be taken at a time (EL being meant for rest and recoupment , by practice it is for long period and day's EL is discouraged.), prefixing and sufficing to weekly/paid holidays and other leaves, maximum days permitted to carry over and encashment of EL if you wish to.
There is no one fits all formula in this regard and each organization is free to frame it's own rules.
However, while framing the rules, have regard to legal provisions and general practices followed by comparable companies in your line of business/locality.
