Dear Aparna,
Even I was facing the same problem in my company. But later we made very clear to the employees that any employee goes on permission for 2 hrs twice will be considered as half day leave. If they don't have leaves, then consider as a LOP. As we all are human beings, we have to consider the permissions with the correct rule.
Please include "Attendance", "Punctuality" in the performance appraisal forms, so that you can evaluate the same.

3. Below Rating in Appraisals

Why dont you come up with policies werein there has to be a cut off time before which if any employeee leaves, no matter what, it will be considered as a half a day(our office timing is till 6:30 PM so we have mentioned in our policy that any early leaving before 5:00 PM will be considered as half a dayleave) and more that three early going can be considered as a half a day leave, this way you will be able to control it.
