The answer is yes.

It is a basic principle that no man shall be punished or terminated unheard. Especially, if it is a disciplinary action against an employee’s performance or behavioural issues, an organization must conduct a departmental or domestic enquiry. Before giving him or her a termination letter, the management should sit with them and hear their part. Also, if the employee admits the charge of loss of confidence, a domestic enquiry shall be conducted to know the reason behind it. The company should work on that reason, thereby helping him or her to be back on track later.

All opportunities should be given to the delinquent employee as per principle of natural justice before imposing any punishment for any act of loss of confidence. Hence domestic inquiry is must before deciding any punishment/penalty.
