as per flexible time (9 to 8pm, after 10:30am is late mark), yes they are going after 8pm, but still it haamper the culture of company, as i said, absent ism is also increasing,
i had discussed with them they give very general excuse" tabiyat thik nahi thi, der se so kar utha", they are 20-25yrs young people,

timing is 9 to 8, and 10:30am is Late mark, yes they go after 7.30/8pm,
they are 20-25yrs young masti kind of people so their excuse is not well, neend nahi khuli, even they do'not care about Late mark, as we dedut salary

Hi do one thing, just make a change in your Policy for Employee Benefits and Leave section that if one will come after 9.30-45 in morning will be marked half-day and if still you found late coming on regular basis, this will be mark full day.
Issue these employees a warning letter too but before all this you need to speak to their boss/supervisors and inform with the same

Please correct me if I have assessed the situation properly. As this is an international forum, I would explain what the workers say in English so that people who do not know Hindi can give their views.
You have flexible working hours of 8 hours duration and people have to start work between 9am and 10:30am.
The work force is young 25 year olds and one or two workers come regularly late and do not care if wages are deducted for late coming. However, they do work the full 8 hours and there is nothing to complain about their effectiveness or efficiency.
Their excuse for coming late is that they were not well and, hence, they overslept and woke up late.
I wonder if this has anything to do with STRESS at work or their out of work habits (socialising and drinking). For example, some of my students used to come regularly late on Wednesdays to my class. On enquiry, I found that Tuesday nights were "Student Nights"; pubs used to offer cheap drinks and the students would stay up late drinking. Hence, they would go to bed late and sleep it off.

Thanks for your comments, yes its true that they are completing their 8hrs, and also a real potential employees and still it creates a problems on company culture, due to late or absent, some times we can not fullfille our clients commitments on time, i have recently joined this company, previous HR was facing the same problem, and then i introduced flexible time,
i am unable to find out root cause, some time it seems they feel stress, or they need variety of work, they have completed 1 yr in this company
i had personally met them and discussed this issue, but no improvement, also wanted to know the process of finding the salary slab of same industry (we are into IT software) so that i can compare,
