Do we have to deduct the PF of an employee with a salary above 22000/- but he has a UAN number from his/her previous employer?

Yes. If the new employee joining your establishment is already a member of EPF with an active UAN, you should cover him under EPF even if the salary exceeds Rs 15000. You can very well restrict the contribution to 12% of Rs 15000.
