Please suggest if employer provide Privelege or Earned Leave less than what is mentioned in Shop & Establishment Act (Punjab), is it ok to do so, if not, being an employee what rights we have?

The statutory standards of
employment benefits like leave are minimum only. Therefore, no employer has the discretionary power to reduce them and such an act would be non-compliance with the legal provisions against which he can be prosecuted under the relevant provisions already prescribed.
It is better to bring it politely to the notice of your employer.
If he doesn't heed, you can make a complaint to the area inspector under the Act.
