A good lecture, of course with impartial comments, on the general impact on the economy, industry, employer and employees in the wake of global lock down necessitated by the Covid-19 out break, the mandatory instructions issued under the National Disaster Management Act,2005 and the passing of the four Labor Codes with certain misleading provisions.

Needless to say that equitable returns to all stakeholders is the ultimate aim of any economic endeavour. When it is not possible to carry on the very activity itself due to no one's fault, usual share of one's return cannot be expected. But the plight of every one be it the State, employer, employee or the general public, under the continued pressure of the world wide lock down needs to be considered with a holistic humane approach both as a matter of principle as well as expediency. Status and sustainability determine the extent of sacrifice. As rightly observed by the learned speaker, all employers cannot afford to pay full salary to their employees during the entire lock down extended continuously. If we analyze the concept of lay off contemplated by the Industrial Disputes Act 1947, we can realize the above truth, howsoever bitter it be.

I am not suspicious about the intention behind the introduction of Fixed Term Contract Employment into the Statute Book. Rather, my view on this attempt is one to ensure proportionate employment benefits to such employees on par with their regular counterparts. But the complete removal of the restrictions stipulated in the amended provisions of Central Standing Orders Rules and the non-consideration of the trustworthy regulatory measures adopted by certain economically advanced nations like Sweden on FTC employment while passing the new Labor Codes would certainly lead to gradual depletion of regular employment and give room for a spate of unnecessary industrial disputes in the long run. Hence it is imperative that the Government of India should take necessary preventive steps in this regard now itself by introducing necessary amendments to the Code on Industrial Relations, 2020.

Therefore, I think that everyone of us would concur with the views of the learned speaker.
