I joined in IBM last 6 years back and abscond without notice within 3 months because of some medical grounds. Just i sent a mail to HR. HR asked me to pay notice period amount but i wasn't able to pay back. I realized to join back in the same company. If i apply for the position again in the same company, what will happen now? Howlong they keep records in IT corporate company. Can i apply for jobs again ?

Applying for jobs is of no harm to anyone. But selecting you for the job is purely up to the company's decision. Definitely they will have your records whether it be 6, 8 or 10 years.
You try applying for the vacancies available and wait for the response, if thye are okay with you. Go ahead.
You have done a mistake by absconding without sufficing the notice period whatever the reason may be. So its upto the company, whether you can be given a chance
