Is the increased DA (Twice in a year) is payable to the employee getting lower than the DA announced or it has to be paid irrespective of DA he/she is getting. Is there any limit to whom it has to be paid.

The Government declares DA twice an year (In Jan & Jul) for Government employees and the pensioners and not applicable for any private companies.
For private companies it will be considered once during the appraisal time.
For worker level the wages will be increased by calculating the Cost Price Index (CPI) Points as per Minimum Wages Act by the appropriate government.

Let me clarify my query by taking two employee Basic and Dearness Allowance bifurcation only:
Case-1: Basic 2800/- and DA is 1500/-
Case-2: Basic=2800 and DA is 2000/-
Now suppose as per Labour Law, minimum DA for any employee has been revised from 1500 to 1700 i.e., increase of Rs.200/-
Will this increase of Rs 200/- in DA is payable to both the employees or to Case1 employee only as he was getting lower DA as per revised DA.

The wages for workers will be governed by Minimum Wages Act and it is fixed by the appropriate Government by considering the Cost of Living Index of the work place (Zone I or A, (City or Urban) Zone II or B, (Semi Urban) and Zone III or C(Rural)) for Unskilled, Semiskilled, Skilled and High skilled category.
The increase will be informed by the Government from time to time and we have to implement the same by increasing the wages. Whatever the Government is fixing the wages it includes of Basic and DA. But we should not bifurcate for the purpose of PF Deduction.
