I do agree with Ashish , whatever we pay in totality shuld be more than Minimum wages, except conveyance Amount as , as per minimum wages Act, Conveyance is not the part of wages Thanks Sunil Nipurte

As per UP Govt Notification, DA is mandatory irrespective of the quantum of wages that are paid to a worker. it is paid on the basic pay (Min wage)
