Sharing with you all the list of documents to be submitted by Contractors and Subcontractors at Factory or Sites.
THE CONTRACT LABOUR (REGULATION & ABOLITION) ACT, 1970 & ITS CENTRAL RULES, 1971 Documents required at Sites by the Contractors / Subcontractors
1. Labour License from Labour Dept. (Required only in case the vendor employs 20 or more workers).
2. EPF Coverage Letter
3. ESIC Coverage Letter
4. Attendance Register/ Muster Roll (Form XVI Contract Labour Act)
5. Wage Register (Form XVII Contract Labour Act)
6. Minimum Wage payment to employees by vendors as per notification issued by the appropriate State Govt.
7. Month-wise EPF Contribution Payment Challan
8. ECR File for PF month-wise & confirmation slip
9. Month-wise ESI Contribution Payment Challan.
10. ESI Contribution details month-wise.
11. Fine Register
12. Salary Advance registers
13. Wage Slip of every employee
14. Employment ID Card with Photo
15. Accident log book / Register.
16. Labour Welfare Fund contribution payment proof if applicable (Example: Half-yearly in Delhi and Quarterly in Haryana)
17. Site-Wise breakup of employees (if Applicable)
18. All Columns of Attendance Register & Wages Register must be filled by the Vendor under his signature along with the seal of establishment at the end of the entries of each month
19. All Safety & Compliance Sign boards at sites as per act. (ex. Wage Day, Labour Inspector Name & No. Site in charge, NO Child Labour, cautions, etc.)
20. Safety equipment (PPP Kit) with training.
21. As per section 29 of the above said act, Wages paid to the employees by the subcontractors to be shared with the principal employer (VTL Gaga JV).
22. As per the Payment of Wages Act, "NO WAGES TO BE PAID IN CASH TO EMPLOYEES".
23. Every month inspection by Principal Employer.

If the minimum wage payment to employees by vendors is as per the notification issued by the appropriate State Government, then in my opinion, the Central Contract Labour (R&A) Rules will not apply. State Rules will apply in this case. You have written that Labour Welfare Fund contribution payment is to be made quarterly in Haryana, while it is to be made yearly (December to November of the next year). Payment is to be made up to 31st of January without any penalty.
