You can call it manpower budget. You create columns in an excel sheet as follows:
Manpower strength (21-22 or 22-23) - Actual
Categories one below the other (Manager, Executive,Superevisor, Trainees, Workmen etc)
Budget - 23-24 Additions proposed (A), Manpower Actual end March 2023 (B) Final for 23-24 (A+B=C)

Manpower budget is the headcount of manpower - past strength, current strength and future requirement. You are suddenly talking about expenses. First think clearly and come up with what you are really needed by you. For expenses, your accounts team will give you break up. Based on that you can create a format.
