In a central government organization, if the employee is transferred mid-month from Y category to Z category city, will he be eligible to get HRA as per new station (8%) for that month or as per old station (16%). Please advise.

Dear Priyanka,
In respect of Government employees whether Central or State, all allowances which have a bearing on the place of posting like HRA, CCA etc., have to be calculated only at the rates applicable to the old station during the period of transit on transfer. On joining the new station, the rates applicable at the new station would be taken into account.

Thank you so much Sir @Umakanthan53 for clarifying my doubt. Practically this is logical but I could not find any rule as per 7th CPC in support of this view. Could you please help me with this.

Yes, during joining time, HRA will be admissible at rates applicable to the old station.
Payment of HRA is regulated on the basis of administrative instructions by the Department of Expenditure (Ministry of Finance) . Basic instructions are contained in the OM dated 27/11/1965 which could be accessed at https://finmin.nic.in/sites/default/...-11-1965_0.pdf. Para 6(b) governs the grant of HRA during Joining Time.
