It is not "last withdrawn wages " but " last drawn wages ".
The phrase connotes only the rates of wages payable to the employee for the entire wage period as per the contract of employment and not the actual wages drawn by the employee on the date of termination of his employment.
For instance, an employee on monthly salary basis may resign or retire on anyday in the middle of a particular month and in such a case, the actual salary due to him for the last month will certainly be less than the full month's salary. But, his gratuity shall be calculated on the basis of the rate of the last month's wages only and not on the actual wages last drawn.
