What is the percentage of salary amount to be paid if any employee don’t want to serve the notice period and his/her new employer willing to buyout the notice period?

Employment terms are binding in nature and are majorly mentioned in the appointment letter. If one doesnt want to serve the notice, needs to pay as per the notice mentioned in the appointment terms; and if your new employer is willing to buy the notice period, y not negotiate with them to buy the entire notice?
