I recommend you writing the draft of the notice on your own and uploading it here. Some senior like me will correct it. In the notice, write clearly what would be process for the approval for leave, salary advance etc.
In most of the companies, all type of applications are first approved by the respective HOD of the employee. Later employee submits it to the HR Department. HR, in turns submits it to the approving authority and later communicates the decision of the approving authority.
Nevertheless, we need to look at the other side too. Following the hierarchy is important to the MD as much to the employees. Your MD also should note that bypassing HODs, he too does not deal with the juniors directly. Otherwise your notice will become hollow very soon!

employees are approaching the MD and getting entertained? amazing, then for what the HR division is established? discuss the issue with management 1st
they have to show their inability to accept any such approach and ask them to go through HOD and HRM, after few refusals, the employees will be able understand the route map
but if the management entertains their applications, then no notice will work as nobody is above the management

Right, as per seniors mentioned above, there is a mistake of MD as well, he/she should not entertain employees directly. MD need to approve such application if they are coming via HOD and HR department. If HR is not handling these things then sorry to say, your organization treating HRs just to fill the seat of HR. In my organization leaves are approved by HOD as they know requirement of team and project and they inform HR for leaves of employees. Advance salary should be taking care by HR department always. Salary discussion is must be between HR and concerned person. You can simply write mail to all HOD and they will pass message to team, and from your part, you can put the notice or can send a circular and get approval from employees, and in last you talk to your MD and share your concern with them.
