Dear Nithin,
You wanted to replace productive employees with non-productive ones. Good initiative, nevertheless, have defined productivity levels for all the levels? Have you conducted study on low productivity?
What is the nature of your industry? What is your finished produce or service? What is the ratio of productive and unproductive workers?
If you wish to remove the non-productive workers then what would be the replacement cost and what if the newcomer is as unproductive as old one? Therefore, do you have proper recruitment standards well in place?
Earlier I have given two replies on the posts that were similar to yours. Click the following links to refer those:

If you wish to improve the productivity, then measure the process turnaround time of various processes and cost(s) associated with each processes. Removal of people should be the last option.

Hi, it is not as easy as throwing away old and bringing in the new. How did you categorize the existing as non-productive in the first place? What is the measure of scale by which you come to a conclusion that these are productive and others are non-productive? What if the employees so designated as non-productive drag the issue to labour Court and you are asked to prove them as non-productive? Have you served them with any letters asking them to improve their performance[s] failing which the management may be constrained to take action? How many times you had done so, if at all, and what are results ? You cannot and must not try to remove employees enmasse, else you may find yourself in a tight spot. Get your homework done in a proper and logical manner. Do not just try to implement whatever the management says without putting a thought into the process. Check if you can take one new 'productive employee' and try to match with the other so called 'non-productive' employees and ask the new guy to train and mentor them into productive ones. Employees may even thank you for taking the laborious but effective way of dealing than kicking anyone out without giving them time and reason.

Dear Friend,
It is always advisable toreplace bad (old & no-productive) with good. Since how long these old & non productive people have been associated with you? Did you ever get into the matter why these people become unproductive, once were productive. Do they lack motivation or anything that have to be checked? Workmen are not goods or items you can replace as & when you wish. There are provisions for retrenchment or termination and adhere the terms and can remove the odd as you feel.
Things are seemed well on thought & in speculation but ground reality is not alike, mind it. How do you know whom you recruit are the best? What ratio you follow while recruiting? From where do you draw the candidates, is it from campus or job portals or advertise or referenece?
If your requirement is readymade fresh would not be helpful. But in other case fresh candidates are the best and can be mould easily into your culture. While selecting candidate one have to careful by doing the psycolgica test to understand the mind of people. Always good selection procedure gives best candidates.
