Dear Yasmin,
You may be busy because you are dedicated person. but there are many employees who waste their time so you can suggest these things to them.
Even if you try to find out at your work place, you will find many employees chatting aroung and wasting time.

So simple, Let the seniors take round once in a day ( 3 to 4 seniors from different depat) or an HR can do, the employees themselves will feel ashamed of being workless. Or the rounds can be taken by HR itself and have an discussion with employees for not working, 3 to 4 warnings can be given and if not controlled then be councelled.
There always possibilities of solving any problem.
This can be applied but not on very strict manner, they can chat at lunch hrs or tea time but not always.
