What is the nature of misconduct?
Has the misconduct resulted in financial loss/asset loss etc?
What is the proof that he is involved?
Loss caused by employee can be recovered form his pay if it is conclusively proved that employee has misappropriated cash/stores etc.
Domestic enquiry to establish facts of the case need to be done.

As rightly said by Mr. Nathrao you can not take decision to not pay the salary amount without taking above steps mentioned. Please understand if the loss is in terms of monetary benefit and can be calculated then only it can be recovered from the employee and only after completing proper show cause and domestic inquiry process where employee has a chance to put his words as well and decision can not be one sided.
