By sending a letter to employees if employees were to start thinking out of the box, then possibly the world would have been far different place and far better place.
What you want is that employees should have innovative mindset. What you want is that they should start coming up with better ideas that should reduce turnaround time of some process or reduce consumption of resources. This will help you in attaining the project milestones without gasping for breathe. What you want is that they should come up with new project ideas on their own.
However, things are not that easy. When employees are too institutionalised, their mind is desensitised and they are just unable to come up with anything new. Therefore, this is more a problem of lack of culture of innovation. You need to fix this culture. When the culture is changed, automatically they will start coming up with new ideas every other day. This in turn will foster a healthy competition and there will be still more ideas.
Changing culture of the company is hardest thing on the earth. You may double the salary of the employees still you will not be able to bring culture of innovation. For this you need to avail of consulting services of external consultant. As a temporary measure, you may have some brain storming session but its effect will last only for that session.
