Yes. If the employee needs to provide the experience certificate to any institution that requires it as a mandatory document for the pre-admission process, it has to be provided.
You can mention in the certificate that the it has been issued for that particular purpose.

Such certificates are usually issued for Insurance, loans etc [basically wherever evidence that the person/employee is working with your Company is needed]......and like Atul Sharma mentioned, the purpose has to be CLEARLY stated in the certificate, so that it is not misused.
Also, it's better to ask the employee to give a FORMAL request in writing for such a document with the specific purpose stated before issuing it......so that the whole loop is closed.
