dear sir.my friend is working govt department.but it may be a chance of chargesheet against him.so she wants to resign and join another job.this will be right decision or wrong for her future.

If chargesheet is pending,resignation may not be accepted.
Another important aspect is resigning at the time when charge sheet is pending may prove to be a kind of acceptance of charges.
This can be a potential problem in future.
Ask your friend to clear his/her name and then quit if needed.

It depends upon the nature of charges being levelled against the employee and upon the discretion of disciplinary authority whether to accept the resignation at this stage. For example in cases of late coming, unauthorized absence where no moral turpitude is involved, resignation may be accepted.

Dear Mr Sushil,
I am aware that is why I used the words -may not be accepted and not will not be accepted.
But during pendency of disciplinary proceeding quitting will always be under cloud,even if DA accepts resignation.
DA may accept resignation sometimes where they know person is guilty, but adequate evidence may not be forthcoming in an enquiry.
Here in this case it has not yet become a chargesheet.
