Is there any provision in factories act 1948 Maharashtra or any where else, that granting subsidy in factory canteen is mandatory.

You don't need to provide subsidy. But you should have minimum 5 workers to form a canteen managing committee, which will look after the feedback and actual expenses to provide food, which will be distributed equally to all workmen. It should be run on non profitable basis.
Management responsibility is to provide a clean canteen building, utensils, water, LPG and uniforms for free of cost.
Dining hall should accommodate at least 30% of the total workmen
