Generally States Shops and Establishment Acts and rules framed thereunder require issuing appointment letter to an employee on joining the organization. For example section 34 of Delhi Shops and establishment Act provide so. Where Industrial Employment Standing Orders are applicable to a workman, then model standing orders or certified standing orders govern the conditions of service unless better service conditions govern the workman.
