Dear Vamsi,
Mobile scaffold comes under tower scaffold. Tower scaffold can be stationary or mobile.
There is no law in the world specifying the height of a tower scaffold.
CFR (OSHA) permits 1 base : 4 height ratio for stationary/mobile tower scaffolds whereas CITB the ratio is 1: 3.5 for scaffolds used inside buildings and 1: 3 for use outside buildings. No tower should be built with a least base dimension of less than 1.2 m. In almost every construction site generally 1: 4 ratio is in practice.
For further information needed please specify, I may be able to guide you.

Hi Vamsi,
Mr Kesava Pillai has given you very good tips.
You can also try Cite HR archives.
Type Mobile Scaffolding inside the box that reads WHAT DO YOU NEED.
Then press the 'research' button next to it.
Browse through to see if you get what you need.
