Dear Experts,

I would like to take your opinion on our attendance policy. Currently, we have a policy in which everybody is granted 15 minutes/day as grace period, and everybody is advised to send requisition for Sick leave on the day of joining back and before going to leave in case of PL.

Also, in case somebody misses the finger print record or forget his card at home, he shall be marked as absent. In all this, he has to grant the sanction from CEO.

It is a rule, that if people are wrong on any of reasons above, they would be marked as absent and hence financial penalty. Although, in reality not a single person is given that penaly so far irrespective of that rule and people frequently breaking the rules.

Most people has negative views on such policies and they comment that if mgmt. want to cut the money, let them. We have limited working hours, but some people work longer and it is difficult to deduct the money of them for 10 minutes late when they work 2 hours more in the evening. And many such theories...

Please share your experiences and if possible some good solutions...

Many companies faced the same issue for several decades now. Your message implies that your company has rules and systems in place but it is on paper only. CREATING A RULE WILL YIELD THE DESIRED EFFECT ONLY WHEN IT IS IMPLEMENTED. You can make an internal memo to draw the attention of the CEO, through proper channel.
a) Regarding people coming late for few minutes and staying back for couple of hours to finish the work. If they consistently put in more work than the specified hours of work, why not consider flexitime for these people?
b) It may not be that all people who come about a few minutes late do overstay. Having come late, they may still leave on time and thus not fulfill the stipulated working hours. Deduction has to be made to stem this rot.
c) In your opinion if flexitime can solve the issue for all, then recommend to your Management accordingly.
