One should not worry about retaining unskilled persons in IT Industry. Generally these employees might be with the designations of peon, office boy or scavengers, cook, office assistant and sweeper etc. So retain these category of employees, you should pay their salary as per minimum wages act applicable to your company or else lower wage rate of your company which ever his higher
