I would like to know if the recruitment industry accepts people from technical background to work as recruiter. If so, What is it that should be highlighted in software developer's profile to fetch an IT recruiter job.

There is no need to highlight anything in your past job experience. Your Job itself is a major highlight that you are guru and know what it need to be a software professional. Your software skills is the "key" to any Resourcing/recruiting team you join. These skills of your will be an advantage to you; to source the right candidate and read through the CV full with full of software jargon/projects/codes, something generalist fails to scan through and understand.
I would say your "Attitude to help the Job Seekers", "to attain their next exciting challenge and provide them that dream matching Job profile, which will help them excel in their career growth"; would be most important aspect I will try focus and search into you personal traits; if I have to select you as an IT Recruiter/Lead.
