We are registering under the contract act, 1970 with a agency who is providing the manpower.
Now, my question is we would like to add one more agency so what is the procedure for registration??

Dear Parimal,
Its same as like as new register of contractor, you just need to meet ALC (asst. Labour commissioner) saying by you have already registration of the same, so, you wish to add the same.
But, Now days, many labour office using as computerized RC, so, they are issuing the separate one RC for each contract.

Dear Parimal,
You need to submit Amendment / renewal of Registration certificate under Contract Labour (R&A) Act,1970 in the prescribed form No 1 within 30 days of such change to the concern Asst. Commissioner of Labour enclosing the original Registration certificate.

Both Employer and the Contractor have to submit Registration paper to the Labor Department by following the procedure.
In the Employer Registration (Licence) form they will add the present
Contractor.
The Contractor will get Licence from the Labor Department.

Dear Parimal,
In case you are already registered under the Contract labour (R&A) Act, 1970 as principal employer and wants addition of another agency, you may apply in form 1 mentioning the details of both the agencies, write a request letter of proposed amendment and also submit your original permission to the concerned authority.
They will charge registration / amendment fee as prescribed in the rules of your State and will issue fresh registration. Accordingly, your contractor / agency will arrange his own registration by depositing registration fee, security deposit and providing form V.
However, under section 10, the State Governments are empowered to abolish employment of contract manpower in certain core areas which may be got confirmed from your local authorities.

Greetings ! I agree with the statements for including an additional contractor. I seek additional clarification on the same point. A Principal Employer is in the process of constructing petrol/HSD outlets, which is given to a contractor. The PE obtains amendment in his Labour License and based on this the Contractor also obtains a License. But this license is obtained only for a specific period of 3 to 6 months [ quoting a specific address of the work site ]. After completion of this site, the PE will award another contract for constructing another outlet at a different place. I believe that, the contractor or the PE can apply for amendment only for decrease or increase of man-power but change of location will not be allowed more than once in a year. Is this true ?

There is no such kind of condition that the change of location/particular of Registration Certificate issued under CLRA Act/Rules shall not be allowed more than once in year.

Further would like to clarify that , the CL(R&A) Act or Rules does not prescrib any renewal or validity of Registration Certificate issued under the Act & Renewal provision. The Registration Certificate shall be valid till the last contractor subsist. Its only provide amendment in Registration Certificate.

For any change in Registration Certificate, amendment provision is there as per Rule 18 of the CLRA Rules, the holder of the certificate need to communicate changes if any to the registering authority within 15 days of such changes. There is no prescribed format for changes.

As question raised by the orginal author of the thread, they are already having valid Registration Certificate, if going to hire another contractor or extension of exiting contract, only need to send simple intimation along with Form 6B and proof of fee paid if any variation by the principal employer, on recieving such information the authorities make changes and amend their own register kept in their office for this purpose. The Employer need to have acknowledgement of the intimation and Form 6B, should be attached with orginal Registration Certificate. No other formality is require.

on engaging new contractors etc or exention no need to fill fresh Form I, the present RC shall be valid, just need to do the formalities mentioned above.

Apart from this, just need to check if Registration is obtained for 100 employee, so you have paid Registration fee for 100 employees, in case after engagement of new/extension the number of employees increased, the difference of registration fee need to pay and the copy of challan/DD also need to attached with letter of intimation of change along with Form 6B.
