What I understand is; your wife is interested in taking up some small home based business, which is part-time or with flexible timings; does not require much capital; has no or little risks or responsibilities, etc etc.
One can understand her desire, as everyone wants to be productive, earn extra income and avoid being idle or un-employed.
There are several options available; but all depend on personal trait, attitude, skills, and level of qualification. Also, it requires a lot of patience and progress may be slow. For example; she can become a Financial (Income Tax) or Insurance consultant, a child counsellor; she can run a creche or nursery at home; or take tuitions; arranging home-cooked tiffin service for office employees; etc etc.
A lot depends on the person's profile and personality traits; interests and levels of business acumen.
