Can any one help me to get a model Promotion policy which can be made applicable for promoting employees in worker category to managerial cadre?

Please review following points:
1) What is the first position in "non workmen (executive cadre) in your org.?
2) You can promote your WM to the first line supervisor to start with
3) Generally there prevails seniority cum merit criteria (certain weight age to seniority (retention period in workman cadre) +Performance/confidential annual rating educational qualification.)
4) You can lay down selection process (written test+PI) ?
5) After selection it is desired that they are to be given some structured training to orient and groom them for new position, Especially soft skills like supervisory development, management development etc.
6) You should have assessed the No. of position in you organ., chart so accordingly you can promote your workman,
7) The process should be fair, just and transparent.
