i am working in a newly start up company as i discussed in my last post..
company is asking me to release ID cards with my signature to labor contractors and their labors...these contractors are not registered with ESI too..work will be risky..they will do tower maintenance..they could met with accident or death too..
i need to know..who will be signing authority on vendors ID card and theirs labors ID cards..
management is asking me to sign on these ID cards..and they are saying that their ID cards will be as alike as company employees..pls help me out asap..i need to create theit ID cards in coming week,..

Its an april 2013 Post. No response, surprising.
Firstly, issue an ID card Clearly Mentioning "Contractors ID" for contract labors, this will differentiate "direct employee" and "Contractor emplopyee". if possible have a different color Card. Such ID cards issued must be signed by the Manager Authorised by the management. Incase, you are only next officer to management, have the signatory on the card named as "Administrator and not your individual name" and have your signature singed. Its not much issue. "ID card" is issues for access to factory/establishment to accomplish work, which must be returned after completing the work.
I am sure your company management will have the necessary agreement in place with the contractors about their employee Health and Safety and other obligations. From what you say, it is absolutly risky to issue any ID card, if the contractors has not registered with appropiate body and has not complied to Health and Safety of the workers. The onus of responsibility will be on principal company.
